Technology is value neutral.

A pencil is inanimate.  In of itself, it is neither good or bad.

A car is inanimate.  In of itself, it is nether good or bad.

A nuclear reactors is inanimate.  In of itself, it is neither good or bad.

We don’t regulate pencils, but we do regulate cars and nuclear reactors.

We regulate cars and number reactors not because they are “bad”, but because they have the potential to do significant damage – they are powerful.

Artificial Intelligence, combined with Big Data, can be conceived as a machine which can predict the future.  This is one of the reasons it offers value in healthcare.

But, in terms of power, is  this ability more like pencil or a nuclear reactor?

If the latter, we need to consider regulation.
